Birmingham à la fin du XIXe siècle est une ville ouvrière à première vue paisible mais détrompez-vous. Harry FOWLER est à la tête d’un groupe de bookmaker à la main mise sur Birmingham. Son activité s’étend sur le trafic d’armes, les paris sportifs, la contrebande d’alcool et bien sûr la police est corrompue. Or les dernières nouvelles ne sont pas bonnes.. Une "famille douteuse" implantée à COVENTRY ville voisine est sur le point d’agrandir ses activités et son autorité sur la ville. Harry ne voit pas ça du même œil et ne peut laisser faire. La guerre est déclarée, c 'est au premier qui fera tomber l’autre…
